Step 1

$\sum_{m = 0}^{3} \sum_{k = 0}^{m} \frac{3!}{(3 - m)! (m - k)! k!} \cdot 1^{3 - m} x^{m - k} {(x^{2})}^{k}$

Step 2

Expand the summation.

$\frac{3!}{(3 + 0)! (0 + 0)! 0!} \cdot 1^{3 - 0} x^{0 - 0} {(x^{2})}^{0} + \frac{3!}{(3 - 1)! (1 + 0)! 0!} \cdot 1^{3 - 1 \cdot 1} x^{1 - 0} {(x^{2})}^{0} + \dots + \frac{3!}{(3 - 3)! (3 - 3)! 3!} \cdot 1^{3 - 1 \cdot 3} x^{3 - 1 \cdot 3} {(x^{2})}^{3}$
